Highfield Clean & Green
Highfield Clean & Green began in June 2026, when Carl and Adele Cowpland started out simply as a small local litter-picking group on Facebook.
As our vision expanded, we recognised a significant opportunity to broaden our impact within Highfield. By August 2026, we transitioned into a formal unincorporated association and welcomed Kris Clarke to the leadership team as our Treasurer.
Since our inception, our mission has been to remain a grassroots initiative driven by the voices of local residents. While we have many creative concepts in development, your personal input is what truly matters to our collective success.
On Thursday 24th September, we hosted our inaugural Meet & Greet, providing a space for neighbors to connect, exchange ideas, and voice their aspirations for the future of our neighborhood.
Our objective is to unify all sectors of Highfield by establishing a comprehensive digital and social hub for community news, history, local events, and sustainable projects.
We strive to foster a cleaner, more cohesive, and welcoming environment—a place where every resident feels a deep sense of belonging and pride in the area they call home.
Ultimately, Highfield Clean & Green belongs to everyone. It is fueled by community participation and the collaborative effort to define the journey ahead.

Highfield Clean & Green
Constintution
1. Name
The name of the organisation shall be Highfield Clean & Green.
2. Status
Highfield Clean & Green is an Unincorporated Association and not-for-profit community organisation, established
for the public benefit of the people of Highfield and the wider Wigan community.
3. Vision
Our vision is of a Highfield that is cleaner, greener, safer and more connected – a place where everyone feels proud to belong, where nature and people thrive together, and where our history and heritage are valued while we build a sustainable future for generations to come.
4. Objects
The Organisation aims to:
• Organise regular litter picks and environmental improvement projects.
• Protect and improve local green spaces, footpaths and natural habitats.
• Promote and preserve the history and heritage of Highfield.
• Encourage volunteering, inclusion, community participation and civic pride.
• Work in partnership with local groups, schools, businesses and authorities.
• Secure funding and support community-led projects that benefit Highfield.
• Champion environmental education, climate resilience and sustainable living.
5. Values
We are guided by Respect & Inclusion, Community First, Integrity, Collaboration, Stewardship and Ambition with Heart.
6. Membership
Membership is open to anyone who supports our aims and has a connection with Highfield. Members are expected to treat others with respect, support the Organisation’s work, and help create a welcoming community spirit.
7. Committee
The Organisation is managed by a committee of at least three members. The founding committee is:
Chairperson – Carl Andrew Cowpland
Secretary – Adele Cowpland
Treasurer – Kristoffer Clarke
Additional members may be appointed by the committee. Officers are elected or re-elected at the Annual General Meeting.
8. Meetings
The committee meets as needed, at least four times a year. Decisions are made by simple majority. An Annual General Meeting is held once a year to review progress, present accounts and elect the committee. Extra General Meetings can be called when needed.
9. Finance
A community bank account is held in the name of Highfield Clean & Green. Any two of the three authorised signatories (Carl Andrew Cowpland, Adele Cowpland and Kristoffer Clarke) must approve all payments. All funds are used solely to further the Organisation’s aims. No one may benefit financially except for reasonable expenses approved by the committee. Accurate records are kept and accounts presented at the Annual General Meeting.
10. Equality and Safeguarding
We are committed to equality, inclusion and the safety of everyone who takes part in our activities. We welcome people of all backgrounds and will take appropriate steps to safeguard children, young people and adults at risk.
11. Amendments
This Constitution can only be changed by a two-thirds majority of members present at a General Meeting.
12. Dissolution
If the Organisation closes, any remaining funds or assets (after debts are paid) will be given to another local not-for-profit group with similar aims. Nothing will be distributed to members.
